Japan Association of Nursing Programs in Universities (henceforth known as JANPU) held its inaugural general meeting as an organization in July 1976. At this meeting, it defined its purpose, in the terms of a memorandum drafted by a group of enthusiastic staff members of, at that time, 6 universities, as being: "to achieve the mission of higher education institutions of nursing science in terms of contributing to the development of academic scholarship and education through the mutual collaboration and co-operation of universities of nursing". At this initial stage, the main activities consisted of conducting research on the educational criteria of undergraduate nursing education, and on the basis of these criteria, submitting formal requests to the Japanese Ministry of Education and other bodies, carrying out activities that came to form the basis of the Japan Academy of Nursing Science, and formulating the first pioneering draft plan concerned with a curriculum for nurse specialists. At that time, the membership system was based on individual members, but after 1993, this changed to institutional members.
JANPU accepts as members any 4-year national, public or private university engaged in providing nursing science education. As of 2005, there are 125 member institutions.
JANPU shall have the following officials. The term of service of each shall be 2 years.
The meetings of JANPU shall consist of an Annual General Meeting (AGM) and meetings of officials. The meetings of officials shall carry out work as commissioned by the AGM.
Japan Association of Nursing Programs in Universities (JANPU) Committee for Creating Evaluation System on Nursing Programs in Universities aims at defining in concrete terms the contents and methods of evaluation of nursing programs and the kind of organization that should be established for evaluation, to guarantee the high quality of education in undergraduate, graduate and specialized graduate courses in the Japanese Association for Nursing Programs.
JANPU had been investigating the standards and systems for self-assessment and evaluation by a third party before the launching of accreditation review.
In 2001, JANPU conducted a survey on the state of curriculum organization ("A study on the standards for collegiate nursing education" chaired by Yamasaki, M.) and reviewed on the viewpoint of evaluation and systems ("Self-assessment and evaluation at graduate schools" chaired by Sato, R.) to make some recommendations.
In 2002~2004, JANPU "Nursing Education Quality Improvement Committee" collected overseas data on the third-party evaluation, and made recommendations about the method and system of evaluation by a third party focused on colleges and graduate schools, while preparing guidelines on the evaluation standards largely focused on colleges (Chairperson: Shimanouchi, S., 2002, Kusama, A., 2003 - 2004).
To meet such a need, JANPU formed the Accreditation Review Committee in 2005, and made investigations based on the trend in accreditation evaluation.
In 2005 - 2006, the Committee prepared a plan for the accreditation standards for undergraduate and graduate curricula in nursing education as well as formulation of a system for implementation of accreditation evaluation.
The provisional accreditation standards at the end of 2006 consisted of 137 items in 12 fields areas in undergraduate curriculum and 63 items in 10 areas in graduate curriculum.
On the basis of data accumulated as stated above, the Committee conducted a trial evaluation in actual nursing colleges in 2007.
Accreditation items and system for evaluation were further investigated on the basis of the results of trial evaluation.
Its goals are to build up a system of peer review by JANPU, which will ultimately develop into evaluation by an accreditation agency.
